United States’ Assistant Secretary for African Affairs Johnnie Carson, in a remark at the Centre for Strategic and International Studies, Washington DC, canvassed a ministry or commission for Northern Affairs to deal with economic challenges in the North which are believed to be the root of the Boko Haram menace. US doctors have carried out what they say is the most extensive face transplant ever performed.
The operation at the University of Maryland gave Richard Norris a new face, including jaw, teeth and tongue.
The 37-year-old has lived as a recluse for 15 years after being severely injured in a gun accident, and wore a mask whenever he went outside.
The surgery was funded by the US Navy, which hopes the techniques will help casualties from Iraq and Afghanistan.
Surgeons who carried out the 36-hour operation say it was part of a series of transplant operations lasting 72 hours, using organs from one donor in five patients including Mr Norris.
He lost his lips and nose in the accident, and only had limited movement of his mouth.
The lead surgeon says Mr Norris will now get his life back.

Governor Babatunde Fashola of Lagos State has placed a total ban on commercial motorcycle (okada) operation in Ikeja area of Lagos, Southwest Nigeria.
As a result of the ban, okada riders in Ikeja have sued the Lagos State Government for banning them from carrying out their legal trade at the Federal High Court, Ikeja, while the matter came up at the court on Wednesday.
As a result of the ban, okada operation in Ikeja has been paralysed, except for the few brave ones who dared to move as police are everywhere on the order of the Commissioner of Police to arrest any rider found operating in major roads in Ikeja.
Hundreds of motorcycles have been impounded by the police.

(Reuters) – Nigerian Finance Minister Ngozi Okonjo-Iweala and former Colombian Finance Minister Jose Antonio Ocampo are set to be nominated to lead the World Bank, sources with knowledge of emerging market efforts to find candidates said on Tuesday.
The candidacies of Okonjo-Iweala and Ocampo, who have credentials as both economists and diplomats and according to sources the respective backing of Brazil and South Africa, pose a challenge to the United States, whose hold on the top post has never been contested.

After the suicide car bomb attack on a Catholic church Sunday, Christian youths killed at least 10 people in reprisal attacks after a suspected suicide bomber hit a Catholic church in the central Nigerian city of Jos on Sunday, killing three people, authorities said.
“The situation is bad,” health commissioner for Jos Sati Dakwat told Reuters. “Several were killed in the reprisal attacks, more than 10.”
A Reuters reporter at the scene of the church bombing was unable to gain access, as the police had cordoned off the area around Finber’s Catholic Church in the Rayfield suburb of Jos.
“We haven’t got actual figures of injured yet, but at least three people have been confirmed dead by our men attending the scene of the blast,” the Jos coordinator
The men arrested in the aftermath of Thursday’s botched attempt to free two abducted foreigners in Sokoto have told security agents why they killed their victims.
British Chris McManus and Italian Franco Lamolinara were killed by the suspects as Nigerian soldiers and the British Special Boat Squad (SBS) stormed a house in Sokoto to rescue the foreign engineers.
They had been in captivity since their abduction inBirnin Kebbi,the Kabbi State capital, last May.
Five men were arrested in connection with the abduction and killing of the duo.
Among them is Abu Muhammed believed to be the ring leader of the group and a factional leader of the Islamic sect, Boko Haram.
They were moved to Abuja yesterday by security agents for interrogation.

(AFP) A British and an Italian hostage killed on Thursday were murdered by “their Boko Haram captors” and those responsible have been arrested, Nigerian President Goodluck Jonathan said in a statement.
Jonathan “condemned the killing of two kidnapped foreigners — an Italian and a British citizen — in Sokoto state Thursday by their Boko Haram captors before they could be rescued by a joint British-Nigerian security raid on the kidnappers’ hideout,” a statement from his office said.
The statement added: “The president, who particularly commended the cooperation and understanding of the British and Italian governments, assured that the perpetrators of the murderous act, who have all been arrested, would be made to face the full wrath of the law.”

South Africa has apologized for a mass deportation of Nigerians, saying officials at Johannesburg’s main airport did not properly check their health certificates.
At a news conference in Pretoria Thursday, deputy foreign minister Ibrahim Ibrahim said: “We wish to humbly apologize to them, and we have.”
Two diplomats from the Nigerian High Commission accompanied Ibrahim to the news conference, but refused to comment beyond a joint statement that described tit-for-tat deportations the two countries say should not affect their relations. On March 2, South Africa deported 125 Nigerians who, according to airport health authorities, carried fraudulent yellow fever cards. Since then, authorities in Lagos have deported South Africans, raising health concerns.

Prof. Wole Soyinka was denied entry into South Africa. It took the last minute intervention of Nelson Mandela’s wife Graca Machel to admit the Nobel Laureate into South Africa.
Soyinka’s trip to South Africa was in response to an invitation to deliver a lecture in honour of Mandela, an event that drew national and international focus to South Africa, both because of Mandela, whose birthday it was and Soyinka who was the guest speaker.
Soyinka informed the organisers before he travelled to South Africa about his inability to obtain a South African visa and they promised that a visa would be waiting for him at the airport on arrival.
